NC-2009 SSc8:Light Pollution Reduction

LZ2: 600W

Can someone please explain where the 600W of Base Site Allowance in an LZ2 zone comes from? I know it comes from ASHRAE90.1-2007 Addenda i, but what does it mean? It means that the sum of all the exterior light power density I have on my project (no matter the area of the project or anything else) is restricted to 600W? Thank you in advance for the explanation!
