HERS index - does a special rater required?

Hello everyone, I'm exploring the possibility of certification of a lovely house to LEED for Homes. My question is: 1. is it compulsory to have the house audited by this RESNET thing? 2.

Vacation Home

We're working on a vacation home in a ski resort seeking LEED for Homes certification. The home is expected to be used only during the winter season, and only for approximately 30 days a year.

I am working on a home that has significant energy uses not in a HERS rating - exterior pool and snowmelt.  I understand that you can go Option 1 under annual energy use.  What is unclear
