HERS index - does a special rater required?

Hi Chen I assume your project is located outside the US. In this case you don't need an Energy Rater in your verification team. Instead you need a "Qualified Energy Rater", who needs to have similar knowledge. http://www.usgbc.org/leedaddenda/10443  International projects usually follow the prescriptive path, which doesn't need a HERS Rating. Instead, your Qualified Energy Rater will follow the prescriptive approach of the "ENERGY STAR Certified Homes Version 3" and he/she will perform a visual inspection of the envelope, instead of testing the home with a blower-door test.  

Hi Gustavo, We have a project in North Africa seeking the LEED v4.1 single-family certification. Do we need to hire a HERS rater since it is the only path possible? Thank you for replying.
