Sidestream filter?

The credit requirements do not call for a sidestream filter, but the documentation requirements list that we should confirm that a sidestream filter is being provided. Why is that?

We do small renovations and have never installed or replaced a cooling tower. Do I still have a "no" credit even if I can't meet the criteria of the credit because we don't have the equipment?

One of the mentioned requirements is to report results of the amount of potable water used, microbiological levels, blowdown and corrosion on monthly basis, but for how long after occupancy?
