One of my LEED v4 ID+C project getting below comments from LEED reviewer for Minimum Indoor Air Quality Performance Calculator (Project having AHU with VAV Boxes).

We have a LEED v4 ID+C for Retail project that has two water-source heat pumps (WSHP). One of these WSHPs has an OA CFM below 1000, so it is not required to have a monitoring device.

I'm wondering if my understanding of the ID+C reference manual (pg 311) is correct: no airflow monitoring equipment is needed if the ventilation system isn't in the scope of work?
