We have a situation with a contractor and a manufacturer.
There is one manufacturer of steel bars in Mexico.
This manufacturer is selling steel bars to our "soil stabilization contractor".
Because of contractural agreements this "soil stabilization contractor" is "re selling" to the construction management company the steel bars he bought previously from the manufacturer and will not provide the manufactures invoices, instead the "soil stabilization contractor" is providing its own invoice to the construction management and this invoice includes only material supply (labor and equipment is not included). Will this invoice be taken by GBCI as proof of material cost? or do we actually need the manufactures invoce?

Michael, that second invoice sounds fine.
