Sara, I think this option is offered to address all the location-specific benefits such as transit and a walkable neighborhood that are are provided by locating your CI project in an ND certified neighborhood.
Is your question whether you could also earn a "bundle" of points by locating the CI-project in a building that's certified under BD&C or EB O+M? Yes, in a way, you can: you could use the documentation from the building's certification to pursue the individual LT credits such as Surrounding density & diverse uses, Access to quality transit, Bicycle facilities, or Reduced parking footprint.
