Water metering for Fire safety

Does water meter for fire emergency counts as additional meter for process water? In our project a tank is filled with water coming from municipal facility. Do you think that metering that kind of use would be in compliance with the credit intent?

I doubt it. I assume the tank is filled and mostly sits there. How often is it emptied and refilled? It doesn't really seem like an ongoing water use, or the kind of "process water" that the credit language allows for. Can you make a stronger case for it?
