Does the system operate under economizer mode 100% of the time and does that mode mean that the VAVs are receiving 100% outdoor air? If not, this couldn't work. If so, it might work but I think that you would have to determine the required outdoor air for each zone per the ASHRAE 62.1 standard and then set up the monitor to give the operator an alarm if the measured flow falls below the required minimum.
