i understand the focus of the credit is water efficiency of the installed fixtures but can "Offsite" sources of nonpotable water such as captured rainwater, graywater, air conditioner condensate, cooling tower bleed off water, etc.,contribute to this credit?

Ahmed, LEED does not require that the nonpotable water source be onsite. Often, it is an offsite source, for example with treated water from a municipality.
