Treatment plant startup

Due to the nature of a treatment plant it requires the building to be operating before the treatment plant is functional. Is there any requirement for a maximum of time before the treatment plant is 100% functional?

David, this kind of specific issue is not mentioned in the credit requirements. I would recommend describing the situation in your narrative, and as long as it comes across as reasonable, I doubt it would be an obstacle to achieving the credit.
