No, there is not any official guidance on this topic. I think the idea is that it's a very project-specfic thing, and the burden is on the team to make it comprehensive and effective.

I think there is some guidance in BD+C under SSc4.3 or 4.4 credit language, where it discusses achieving exemplary performance for one of these credits. I don't have the ref guide handy, but if I remember correctly it may give you slightly more direction that you already have.
