Timeline issue of handling waste streams

Hi, We conducted a waste stream audit at a facility where they divert 100% of their paper, cardboard waste, tubelights, CFL lamps etc. for recycling. But the hauler comes only when a large enough waste quantity is accumulated. And he didn't come to collect waste during the period when we conducted the audit. But since we already know that he is going to some day come and take this waste away, can we report that 100% of the above waste is diverted from the landfill? There are the history of records of waste hauling if one needs to examine them. It is just that I feel our report may look incomplete with us not being able to physically measure the actual waste quantity that is being diverted.
