Sonia, I don't see an issue with this. As long as you define the project scope as encompassing all the work you describe, and you are able to collect all the needed documentation and meet requirements, I think you can define the project in this way without any difficulty.

Thank you Tristan. My comment was more regarding the time delay. The building is already in use but still some of the HVAC equipment has not even been commissioned! Do you think it will be ok as long as the project is defined within this long time schedule?

I think it's normal to commission equipment being used in an occupied space. I guess I don't see an issue!
