"Turf" or "turf grass" generally refers to "grass" in the conventional sense of mowed Kentucky bluegrass monoculture lawn. "Vegetation" implies a broader array of plants."Grass" is of course a type of vegetation and native, mixed grasses may be a low-irrigation solution in some climates.
