Hi Alicia,
The credit does allow for documentation of FloorScore-level emissions--the product doesn't have to have actual Floorscore certification. But I don't believe the SMaRT certification provides the documentation required, so I very doubt it will be accepted as a substitute. It's kind of hard to tell exactly what the SMaRT certification requirements are.
I'd be surprised if Forbo can't get you the required test report, though--have you pushed them for that?

The credit does allow for an alternative path to compliance and Forbo does have that documentation. In my specs under LEED Submittals for EQ 4.3 we have "Products without FloorScore certification may follow LEED v3 alternative compliance path in lieu of certificate." I've not had an issue with linoleums not being accepted.

Forbo documents show that they meet the Collaborative for High Performance Schools Low Emitting Materials Section 01350, which is listed int eh LEEDONLINE form as "CA Sectiopn 01350", as the California standards list CHPS as a reference standard.

Not being very familiar with SMaRT I looked it up online & found this interesting bit of info from 2007. Not sure if this applies to LEED v4. http://mts.sustainableproducts.com/Ruling_from_USGBC.doc
However when you look at the documents required for product certification at:

I don't see anything mandating chemical emissions evaluation. I only see mention of a point associated with restricting 12 specific chemicals. under section "PHE 1-1" of the Application Document.
I would not think that SMaRT qualifies any product towards IAQ emissions reliant credit.
