Are there requirements regarding specific fence type around the site? Is it allowable to have a fully-closed (wind-tight) fense only on a part of a site boundary and an openwork fence on the remaining part?

There are no specific requirements for this. Follow best practices and the advice of your civil engineer, and relevant codes and standards.
