Site adjacent to 5 lane highway - with no On-0ff ramp.

If the Distribution center is less than 1-mile driving distance of 5 lane, wide shouldered Carlyle turnpike aka Route 11 (center lane = turning lane), does that qualify as a highway for the purpose of this credit? Or does the language imply a divided highway with on-off ramps like I-76 or I-81, which are unfortunately, 2 - 4 miles away.

Joyce, the credit language seems to clearly specify an on/off ramp, which makes sense in the context of the purpose of this credit.
