Single ply roof membrane

In a greenroof application, if a single ply roof is use (we called it a "liner"), does it have to comply with the 450 g/L of VOC limit? Techically, it is on top of the building on the outside. And it is a waterproofing membrane. Since the "interior of a building" is defined as everything inside the waterproofing system we consider this product does not need to be compliant with the 450 g/L limit. Are we correct?
