Silicone and epoxy

Would silicone and epoxy be certified under the Bay Area Air Quality Management District (BAAQMD) regulation, or shall I consider them as paints under Green Seal?

The easiest way is to check that your brand appears on Greenseal's 'find green products and services page'. Then followup with the MSDS sheet, either from the product box or download from the companies website.
