We would like to know if shops in the ground floor of a building, below and shaded by the building footprint, can be exempt from the building façade requirements.

We understand that in shops it is difficult to have a treatment on the glass to avoid bird collision because of the display of the products in the showcase. 

In this case, the building footprint occupies almost the whole site. The ground floor has a covered pedestrian hardscape with accesses to the shops with glass façades, as a small mall, with uncovered plazas in the middle.
