NC-2009 SSc4.2:Alternative Transportation—Bicycle Storage and Changing Rooms

Secure parking garage/room

We were thinking of using wall hanging bike racks in the underground parking area of our building. The racks do not allow for the bikes to be individually secured to the rack, however, the parking garage itself is locked / secure and only openable by staff and visitors with a pass. The racks are less than 200 yards from the entrance. My concerns are that: 1. Casual visitors to the building will generally not have easy access to this parking area. They would have to go in to reception to get a pass. 2. The bikes are secure from the public, but not from other staff or visitors. 3. Even if we do get secure racks for this space, will it be acceptable given that the casual visitors will have to go in to reception to ask for access to the parking garage before they can get to the racks. Any thoughts on whether this would be an acceptable secure parking solution?

Phillip, LEED does not have specific standards for "secure" storage as noted above. However, I think you are correct to raise these concerns. The standard for security is probably the simple bike rack that we have all seen or used where an individual can easily access the rack and lock to it. In my opinion, this solution doesn't seem secure unless the bikes can be locked individually, and having to get a pass seems like an inconvenience for a visitor—not really contributing to easy bike commuting. I think LEED would want to see the first point addressed; the second point could be debated and would be up to your reviewer.

Phillip, you might consider providing separte short-term and long-term bike parking. The parking garage could be secure long-term parking for just the FTE employees. They might use a key card or something similar to access the garage, so that would track their use. You could then provide a smaller rack for short-term visitors outside the garage or closer to the main entry where they can lock their bike.
