As a rule, you should round up with LEED when it comes to setting aside preferred parking spaces, etc. So in this case, you'd need 2 parking spaces, if I understand your question correctly.

LEEDonline form states: Preferred parking expressed as a percent of total parking:
(must be at least 5%)

1/23 = 4.35%, which is less than 5%. You must provide at least 2 preferred spaces in this case.
