You calculate this based on the cost value of what you are paying for. If you're paying $100 for steel, and it's 100% recycled content, you can count $100 toward this credit. You don't need to get into the manufacturer's costs at all. Just your costs, and the % recycled content.

The scrap in the reinforced steel went through the same process as would a virgin steel go in order to make the reinforcemet bar... do you still count it towards recycled content. LEED says that it should have not gone through the same process of manufacturing right ??? Thanks
