Recycle area with mezzanine

Hello, we are locating our recycling area at the underground parking lot. because of the layout is tight we are planning to use the height (almost 20 ft) of the floor to build a mezanine and maximize our sf. Would this solution comply with the pre requisite?

Citlati, I don't see any issue, as long as the recycling area is sufficient, and accessible.
