Hi All, I have a project outside the U.S. that is located on land that is visibly just sand and dust and is located in a desert. To consider this "prime farmland" would be a stretch of the truth but can't seem to find the local definition of "prime farmland" due to bureaucratic lack of transparency and just pure lack of clarity about who defines what among local ministries. Also the definition is not available on any governmental websites. My question is, can I simply write an explanation, along with photos that show that this area is in fact NOT Prime Farmland by any definition? Even google earth sat images show that it is and has been a desert for at least 10 years. Any help/feedback would be great.
