In case of projects without exterior areas on the grounfloor (LEED Boundary overlap the building footprint), can only balconies counts to achieve open space activation credit?

I can't think of any reason that balconies would be called out for exclusion, but bringing them into compliance with the credit requirements will be no easy task. Could be pretty cool if you pull it off though!
