NC-v4 SSc2:Site development - protect or restore habitat

Is previously agricultural used area considered disturbed?

Hi everyone.

We are working on a project where the site was originally used for agriculture. The site has been graded to create an even surface for industrial use (the land is located on what is now an industrial park). The site is left vacant since then and there is turf grass covered the whole site. Does the site count as greenfield or previously disturbed area?

We argued that due to the mono-culture fence-row to fence-row farming practice common to Iowa that there was no habitat to preserve, therefore 100% of the site was eligible to file under restoration rather than preservation. This was accepted. We were required to demonstrate that the soil was restored to a condition similar to what it would have been had it not been regularly farmed per the Soil Restoration requirements described on page 170 of the reference manual.
