Apparently the precertification fee is IN ADDITION to the full certification fee. This isn't really clear on the GBCI fees page, but it seems to be the case.
I am not sure, but my guess is that based on the information on GBCI, it looks like the Pre-certification has it's own cost of $3250-4250 that is IN ADDITION to the COMBINED DESIGN & CONSTRUCTION REVIEW. So, you will save some $ by using the combined review, but also spend some more on the pre-Certification costs. It appears you can do either a combined or a split review after the precertification review. Therefore, I would feel safe saying the $3250-4250 is IN ADDITION to the normal review fees.
