Does a specific goal need to be addressed for the policy or would a prescriptive description of the goal be used such as that “the goal is to, at a minimum, maintain the current environmentally preferable purchasing policy and work towards increasing the sustainability of future purchases of ongoing consumables etc.” meet the requirement?

A specific goal (target percentage) is required for each of the category areas addressed by the sustainable purchasing policy, and it's important that you specify the performance measurement method.
An example would be for 75% (based on cost) of Ongoing Consumables purchases to meet the sustainability criteria.
