Can parking lots or roads be considered pedestrian oriented? The only statement making me think it's NOT is in the reference guide it states Step 3. Program Site to 2nd bullet "Design compact parking and road footprint layout to preserve open land..."

So... what is the case you're wanting to make for parking lots or roads being pedestrian oriented?
An example in the credit language is a pedestrian-oriented paving or turf area with physical site elements that accommodate outdoor social activities.
What's your thought on a parking lot doing this?
