Option 2, Strategy E - Exterior glazing possible exclusion from calc?

Since the Option 2, strategies F (partitions), G (floor, wall and ceiling) and H (partition) excluding the fenestrations form calculation, I'm wondering if the exclusion can be apply for the exterior glazing also. Does anyone has adopt similar approach?

For Option 1, we would like occupants to be able to control lighting in their area from smartphones, tablets, or computers; we plan to eliminate physical switches altogether. Would this meet the intent of Option 1?
