Hi, my project is located in Ho Chi Minh city and there is no dedicated bicycle network near my building site except for main roads for the traffic. Would like to know if this credit can be claimed?

Jonathan, as you probably already know, based on the LEED definition of bicycle network, the credit cannot be earned.
I've never been to Vietnam but the images I have in my mind have bicycles all over the place, including busy city streets. If that's accurate, it's a bit of a shame you can't earn the credit. If you are motivated, I would consider asking for a LEED Interpretation. Look at LEED Interpretation #100002218 as a possible model and example of the kind of rigor you would need to demonstrate.
