For an international project, what if a local equivalent for identifying sensitive habitat cannot be determined?

Is there a precedent anywhere for getting this credit with wetland mitigation plan where small inactive wetlands were included in the project footprint but an equal or greater wetland area was purchased and protected elsewhere to mitigate the impact associated with the new construction?

I have not heard of this used for this particular credit; however, this same logic is being applied towards the new SS credit "Site Development - Protect or Restore Habitat" (Option 2: Financial Support). I think referencing the logic in this credit and applying it above and beyond in this credit might merit a worthy alternative compliance pathway.
