Samy, envelope commissioning is optional for this credit. If it doesn't fit your project, you could skip it, though you won't earn maximum points. Commissioning an existing envelope can be done and can bring benefits, though again if it's out of scope and there isn't interest in taking it on, you don't need to do so.

One augment to Tristan's reply...you should still address the envelope in the OPR, which is required in the prerequisite. It is also good to at least state what the envelope is, its condition and performance, and describe why it was not part of the scope of the project.
