What voc limit would I use for a Multi-Purpose Latex Primer/Sealer paint for use on interior ladders? Would it fall under Interior Non-Flat coating or primer with a VOC limit of 150g/l?

If the product is applied as a topcoat, the GreenSeal GS-11 VOC limits for flat or non-flat would be the ones to follow. If the ladders are steel and the paint is labeled as an anti-corrosive, follow the GC-03 VOC limit. However, if, as its name suggests, the product is a primer/sealer used under a subsequent topcoat, use the SCAQMD-1113 VOC limit for “Primers, Sealers and Undercoaters.”
