The Reference guide states: "LEED refers to products and materials that create the building or are attached to it"

Are materials that create the parking spaces included?

I think they are if they are "attached to the building". What does that mean exactly?

Are materials that are installed in the outdoor spaces (e.g. paving, barriers with other properties...) excluded?

I would recommend referencing CSI divisions to resolve this ambiguity. It is common to include site infrastructure in LEED MR credits, subject to those divisions, i.e., Divisions 3-10, 31, and 32.
