Long and short term bike parking for TI project

For a CI tentant improvement project, the LEED Rating System Variation language states a minium of two short term and two long term bike parking spaces are required. For a tenant in a multi-tenant office building, can we provide two distance compliant spaces outside of the building and two wall hung bike parking spaces within the tenant space?
