Can project teams be awarded a point under the Lighting Quality, option 1 credit by providing task lamps with dimming capabilities to all of its employees through a request system?

Our project consists of an open office space with overhead lighting, private offices and conference rooms. The private offices and conference rooms have dimming capabilities and employees located within the open office space are given the option of a task lamp with full dimming capabilities that meets all of the requirements stated in the reference guide. Can we still pursue the credit if the lamps are provided to 100% of employees, but on a request basis? Our client believes the employee should be able to choose their lighting comfort.
