Our client partner with two other institutes/associations to produce two free online webinars describing all sustainable aspects and LEED strategies of the building and the campus in which it is located. Each webinar provide 1hr of Continuing Education credit. The webinars are currently hosted on GreenCE website. Would you consider this a possible ID point? Is it a LEED Educational Program or a different ID credit all together?

Yes, both webinars Part 1 and Part 2, describe all sustainable aspects of the Campus and the Building in particular.
Learning Objectives:
1. Articulate how the selection and development of a building’s site can support the health of the surrounding community, and name related Sustainable Sites credits
2. Identify positive outcomes of using the Integrated Design Process, a holistic approach to design and construction encouraged by LEED
3. Explain the LEED Campus approach and name credits in the LEED for New Construction rating system that can be achieved using this method
4. Discuss how envelope design is essential for Optimize Energy Performance (EAc1) and list some of the key components for a high-performing envelope
5. Differentiate between various types of energy models and the design parameters they establish in order to Optimize Energy Performance (EAc1), such as geometric shading and daylight optimization

Sounds to me like this would be one valid element of an educational program per IDc1. It's not enough in itself, though—see our guidance above.
