To achieve this credit, during the CONSTRUCTION Stage we just have to submit the IPMVP-OPTION D compliant Measurement and Verification Plan together with Diagram showing the locations of any meters needed for measurement and
NOT the calibrated baseline energy simulation results?
If it is true then it seems more like a commitment through a Plan rather than submitting actual Energy savings derive after post occupancy?

Ameet,
You are correct. LEED NC is a Design and Construction tool. It does not require you to submit follow up information Post Occupancy. This is true other similar credits which require follow up by the project team but no additional documentation: IEQc7.2, EAc3, etc.
The Living Building Challenge is a rating system that is based on actual performance rather than only design.

Dylan is correct, but I would note that the Living Building Challenge is comparable as another design and construction system that follows up after occupancy.LEED-EBOM is another LEED rating system that addresses actual building performance.
