The LEED fees for parking spaces

I have an issue that the ground floor of our building is parking spaces as well as some function rooms, like heat Heat exchange station, power Sub-station. Can we not count those areas when we pay the LEED review fees?

Nanqi, if it's in your project boundary I don't think you can exclude the spaces. It sounds like they are integral to the building.
