If the question is can the LEED compliance and documentation account for only a partially occupied building, unless it is CS/CI the answer I think is no - you have to provide calculations and strategies that will handle full occupancy.

For EBOM at least 50%of floor area needs to be in use during the performancr period. 55% if it is a hotel.
