LEED Boaundary and Utility Connections

We're certifying a school addition and the site area associated is fairly straight forward except we have both power and sanitary utility connections that finger out beyond what would be a reasonable contiguous area. Is there an exception excluding utility service disruptions?

Larry, I recommend reviewing the MPR3 supplemental guidance. Post any followup questions to that forum. Thanks!Also, is there a reason not to have those fingers in your LEED boundary, other than that it looks a bit odd on a plan drawing.
