IP-based control system tied to individually controlled fixtures overhead

Has anoyone gained Option 1 using an IP based control system. If every light fitting can be controlled via an IP based system will this achieve complaince with Option. Each light fitting in an open plan office might serve more that one individual desk ? Any thoughts ?

Each individual workspace needs its own user-accessible control. With open plan, it's good practice to provide individual task lights as well as controls for group occupancy. That way, subsets can "discuss"and tailor lighting levels for their zones and individual can control some of the actual lighting on their desk.

Would USB powered lighting suffice I wonder ? Its possible to get USB powered fans and task lights.
