We are pursuing Design for Active Occupants for a project, and I'm trying to verify the meaning of 5% of FTE occupants. "Provide a dedicated or multi-use space to act as an on-site exercise room, which includes a variety of exercise equipment, for use by at least 5% of FTE occupants." My assumption is that it means a room that at least 5% of FTE occupants can use at the same time. But it could also mean that at least 5% of FTE occupants have access to this room for use. What is the common interpretation?

Maria, I would definitely read it as 5% FTE at the same time. I see how it can be read the other way, but it doesn't make logical sense for the credit intent.
