Dear Tristan,
I am currently working on European based LEED 2009 (V3) registered projects.
Apparently LEED V4 credits IEQ c4.1, IEQ c4.2 & IEQ c4.4 now accept local VOC content regulations as alternative proof, such as European Decopaint regulation.
Is it possible for you to updated the approved v2009 to v4 credit substitutions list to include these credits IEQ c4.1, IEQ c4.2 & IEQ c4.4 ?
If this is not possible do I need to as USGCB a project CIR to get these substitutions approved?

Ian, to make sure I understand your question—do you want to make the v4 requirements applicable to a v2009 project, or the other way around?Low-emitting materials in v4 vs. 2009 have such different approaches in terms of methodology and scope that I'm not sure simple substitutions are going to happen with this credit. This credit is not currently on USGBC's approved list of credit substitutions.

Yes, I want to use V4 requirements (forms) in a 2009 V3 project. I would like to have added to the USGBC's approved list of credit substitutions : IEQ c4.1, IEQ c4.2 & IEQ c4.4.
I have compared the "ieqc4.2_dya" form in LEED 2009 and LEED V4 and have not noticed major differences between the two in terms of the VOC allowable content limits.
Can you send me a link to the latest LEED V4 complete guide book?
Can you confirm that the USGBC has indeed in LEED V4 credits IEQ c4.1, IEQ c4.2 & IEQ c4.4 accepted local VOC content regulations as alternative proof, such as European Decopaint regulation?

Ian, I want to check that we're talking about the same thing.In LEED v4, there is no IEQc4.1, 4.2, etc. There is simply one credit called "Low-Emitting Materials" and would be numbered EQc2.Are you referring to that, or are you referring to various versions of the LEED Online forms for LEED v2009, which verisions are referred to as v03, v04, etc.?The BD+C Reference Guide for LEED v4 is on the USGBC online store. You can also see the EQc2 requirements on our site here.

What I would like to have approved for LEED 2009 Projects outside the U.S. is the use of use alternative product testing such as AgBB, or with French legislation etc... Any chance these alternative testing methods will be retro-applicable and available for the LEED 2009?
I have all ready posted a project CIR but have not yet received a response.
