How to calculate with Free-addess

With the popularity of "free-address" how do we complete calculations like this for Regular Building Occupants? Do we need to use the number of seats, or, the actual number of employees (many, who may not have a seat because they are free address)?

Good question. I would use actual number of expected employees once the building (or tenant space) becomes fully occupied.
