A lavatory faucet should be included. I am not familiar with the term "health faucet"—if it is a specific fixture type that is different from a lavatory faucet, then it may arguably not be included.

Health Faucet is off course different than the lavatory faucets and it is use for body cleaning pupose in toilets (when tissue papers is not being used). As suggested, we will exclude it with approprioate clarification.

So something like a bidet? You may want to check out the international compliance documents (I'm blanking on the name, ACP?). In the US, fixtures are in or out based on their inclusion into EPA policy. Since we don't commonly use bidets, they aren't in the policy. A bidet, in my opinion, would use domestic water; the reduction of which would indicate inclusion rather than exclusion.
