There is a non-potable aquifer under the building's basement. Can we install a well to extract this water and use it for irrigation and flush the toilets? This would reduce the quantity needed of potable water. Or is this not allowed as this water could be treated?. The city supplies water from the a large river, so groundwater is not used except where people drill and use this water for their use.

Alexander, if you look in the LEED Reference Guide or in our guidance above you'll find language related to this. Off the cuff, I am pretty sure there is a provision allowing for use of water that is basically flooding a basement. That doesn't sound exactly like your situation, however.
